Capacity building of local authorities and communities in the areas of Kyrgyzstan and Turkmenistan affected by natural disaster (DIPECHO V)

Project proposal «Capacity building of local authorities and communities in the areas of Kyrgyzstan and Turkmenistan affected by natural disasters» has been submitted to ECHO in May 2008 and approved in August 2008. The summary of the project:

Considering that the area of Turkmenistan is affected on a regular basis by different types of disasters such as earthquakes, mudslides, flooding, salinity, hot winds which all have a devastating effect on the livelihoods of vulnerable people, this project aims at providing vulnerable rural populations of Turkmenistan with increased awareness and preventive capacity towards natural disasters.

This project will include disaster preparedness activities based on active involvement of local authorities and communities in the disaster prone areas for better preparedness to the potential disasters. To achieve this goal, activists from a number of local communities will attend training for trainers on disaster preparedness and in turn will train the broader audience at the DP committees established in their communities. Additionally, educational materials will be developed for including in the school extra curricula classes in the disaster prone areas. Standardized Training Modules and Handbook on Mitigation Works will be developed, approved and introduced for the representatives of different focus groups, particularly from the number of local authorities and rural population. Meetings and dialogues will be conducted on the subject of risk reduction with all stakeholders and mitigation works will be conducted in several schools in the Lebap province.

Overall Objective:

The main project objective is capacity building of local authorities and communities of the 25 villages of the Lebap province and raising awareness among the population in disaster prone areas of Turkmenistan.

Project Purposes:

  • Advocacy and public awareness raising among the population in the area of disaster preparedness
  • Education/Training for teachers and pupils, including training of trainers
  • Mitigation works, simulations and competitions conducted at school level
  • Local capacity building/training for government authorities
  • Support in the organization and trainings of local disaster management structures
  • Trainings for raising awareness on the disaster risks
  • Information campaigns conducted on the community level for development and management of the community based disaster preparedness plans.

Expected result 1

Standardized and unified methodology on disaster preparedness for different target groups developed

A tender was announced for the Expert Group on elaboration of Standardized Training Module on Disaster Preparedness and mitigation. The Service agreement was signed and the experts started their work according to the Terms of Reference and as a result, training modules on Disaster Preparedness was designed and developed by the experts. 300 copies of training modules edited, translated (from Russian into Turkmen), printed out and distributed among the stakeholder organizations in the country. Presentations of the training modules held at the national level in Ashgabat and provinces.

Expected result 2

Informational campaign is conducted in 15 schools located in the areas most vulnerable to natural disasters

In September-October 2009, three information campaigns were held in three etraps of the Lebap velayat (Koytendag, Beyik S. Turkmenbashi, Magdanly), in 15 schools. These campaigns have been held by three NGOs — «Tebigi Kuwat», «Keik Okara» and «Children’s Fund of Turkmenistan» and composed of ToT trainings and informative presentations on project donors (ECHO), implementers (IOM) and comprehensive information on natural disasters, mitigation and DP action Plans for population. The awareness has been raised for more than 2000 people of different age and social layers, including school pupils, students, local authority’s representatives, medical and educational servants, etc. Information stands have been developed and placed in 15 schools of the pilot project villages.

Expected result 3

A handbook for hyakimliks (Turkmen local authorities) on mitigation works developed, 3 TOT trainings for local administrations conducted and Mitigation works conducted jointly with local authorities and communities

Coordination mechanism between Ministry of Emergency and science institutions developed.

In 28th May 2009, in Ashgabat, IOM in close cooperation with the Government of Turkmenistan has organized and conducted the Second meeting on developing mechanism for coordination between the structures of the Civil Defense and emergency, and national scientific-research institutions. The meeting identified the structure for a new pattern of the interaction, cooperation and coordination between the structures of Civil Defense and Emergency (ministries, state agencies, organizations) and national scientific institutions of Turkmenistan. It was also discussed the role and functions of each particular sector before, during and after natural disaster or emergency. The important fact is that the representatives of the relevant agencies have agreed on the necessity to improve coordination and establish an institutional framework to include each actor into the implementation of the program towards creation of National Platform for Disaster Risk Reduction. It was also agreed upon the urgency of development of recommendations on upgrading the structure of the National Civil Defense and establishing frameworks for the new independent agency to deal with complex emergency issues. Those recommendations should be appropriately developed and submitted to the consideration of the Government and particularly to the top management of the Department of Civil Defense of the Ministry of Defense of Turkmenistan.

Two more meetings on developing mechanism for coordination between the structures of the Civil Defense and emergency and national scientific-research institutions were organized in June and August 2009. As a result, a batch of recommendations had been presented to the Central Department of Civil Defense of the Ministry of Defense of Turkmenistan for further consideration and implementation once a new Ministry of Emergencies is established.

Expected result 5

  • Workshops and meetings with Government officials, local authorities, NGOs and other partners are conducted with the aim of coordinating the efforts and monitoring the project results
  • Capacity of the local authorities on emergency preparedness increased through mitigation measures
  • A total of 1000 people trained
  • Mitigation works are conducted
  • Creation of an expert group for development of the training handbook on mitigation works
  • Based on the handbook, conducting a series of trainings for local authorities and communities
  • Signing a Memorandum of understanding with the local government and regional department of the Civil Defense to ensure the cooperation in mitigation works
  • Conducting joint mitigation works
